Rusty rebar issue??

Hello, we are building a pool in South Florida, and the contractor used a pump for the ground water. The pump broke and the contractor has not replaced it and the groundwater is above the rebar frame. The rebar is completely rusted in the deep end and the contractor stated that they will shoot gunite directly over this rebar once it’s drained. Is this acceptable to spray the cement over the rusty rebar?
