If oil based paint and using the same color, sand with fine sandpaper and use a deglosser, then one coat it. If surface is water based paint, sand and one coat it.

lol sorry. I just figured most painters were familiar with the brand, Fine Paints of Europe. I've never used it but all I hear is how difficult it is to work with. Not sure why. Guess I'm about to find out.

Ah! FPOE can also mean First Point of Entry (as meaning the front door to a residence)

Additional coats don't relate to glossy-ness, unless you want to go CSI at the paint film level.

A primer might soak up some of the top coat and cause less gloss, but not usually.

 

I had to google for ten minutes to figure the mystery and made a risky guess. It was foreign , that much was true.
