Help with Radius Top Rail on Cedar Fence

Hi, Everyone. Just joined today. I am building a cedar lattice privacy fence and the client wants the ends to have panels that are transition panels where the top rail has a radius. She has provided a pic which I include here.

Client called manufacturer and determined the top rail is not solid and is framed using lumber cut out to 1x4 on the sides of the radius piece and on the top cap. Here are my questions:
1. I tried bending a piece of 1x6 cedar with my hands for the cap portion (top piece) and it has quite a bit of resistance. I have a hard time believing that is a 1x on the top rail. Maybe something thinner? What do you think and how would you approach?
2. Looks like lattice is sandwiched between 1x's. So would you simply nail with stainless steel nails through the face? How would you assemble the panel and attach to the posts?

The curved face boards are jointed, edge glued, then cut out. Single boards don't have 3 stripes of heart wood.

Measure the top cap and face boards in the photo. That isn't a 1X by my measurement, looks to be in the 3/8-1/2" range. 3/8 will make that bend for sure, just make sure you don't have knots or crossgrain issues.
