Don't know about Canada but I have family that are rig welders. Never saw any of them with a plasma on the truck but they do have oxy/acct rigs on the truck.
No TIG torches just stick welders.
You will need squares, tape measures, some hand tools
As far as getting clients it will take some leg work and dropping off a lot of business cards
Might try to get a job as a welders helper to get experience and then start to make contacts so when you break out you will have the necessary contacts to get work

thanks, for the information, I tried applying for welder helper or apprentices but due to the fact I'm autistic I get turn around, I'm very good welding and fixing things, but unfortunately not many understand what is autism!. il look into oxy/acct and the small tools, I have 2 years of experience with my high school and hobby. I know small repair and fabrication for the most part but still have lots to learn that's why i'd like to start small jobs. and ark it is =P

Size of welder will depend on how thick of steel you can and are qualified to weld.

Definitely need a gas set up for cutting a d tips for heating.

Also a generator, maybe part of the welder, good size drill motor, industrial bits, grinder or two, air compressor, industrial impact wrench, assorted hand tools, lighting, come along or two, big pry bars, jacks, jack stands, big blocks of wood, couple of fire extinguishers, couple of chains, throw down mat to work on the ground, full water jug etc etc etc.....

should I go with torch or plasma cuter ?
Plasma cutters are great for cutting thinner metal. You can scroll through sheet metal like a jig saw.
I've used my plasma cutter on thinner metals and no grinding or demurring was necessary...very clean cut.
It will cut heavier metal but it will make some rough cuts.
A torch is much more versatile....especially if you have to bend metal.
Whichever you choose you will have many times when you will have to grind the cuts to smooth them out.
