here is the scenario:

80 year old house with old windows and old storm windows. Drafts can be felt by many windows in the winter.

what to do? install new furnace (even though old one still works) or install replacement windows? which would lead to the most savings in energy?

What does the furnace have to do with it? Definetly install new windows!

Is the draft felt from the windows themselves or the framing? Depending where the draft is felt you may need to install new windows and not just replacement windows. With replacement windows you leave the framing intact and remove the moving parts, tracks and sashes. With new windows you remove the old fram and all, not just the sashes. I always encourage replacing the entire window when the budget allows.
