Any idea what this copper pipe is used for? It is in the front yard as you can see in the pic and comes up thru the basement floor, slab hasn't been poured yet...

Ultimately that will be your water service. Does it come up out in the yard at your front property line?

Yes it does

The city will run the line from the street to your property line, maybe put in a meter at that point depending on code. Otherwise the meter will be in your basement.

Ask your contractor! Looks more like a gas line. Water line would be 1" copper line for main feed.

Am I missing something? The 'copper pipe' he asked about is clearly shown in the picture - next to the pvc pipe.
