He's not talking about what he does on the outside of the stringers, He's talking about what do to with the risers being closed in and say you have 4 stringers for a set of steps, what material do you put on the riser part. like solid blocking first then 1/2" material over it to cover the blocking ?
at least that is what I think

I always cut my stringers out also lone, out of 2x12.

Most of the decks I have done have all been cedar or mahogany, a few ironwood. I guess my area is still wood friendly but that is changing.
