Wall prep

Hey guys, I'm fairly new to the painting gig and was wondering what would be the best way to prep a wall for new paint. I'm going to be painting a bathroom with latex paint. What is the best way to determine if the old paint is oil or water based and how would you prep these surfaces to accept an undercoating then a fresh coat of paint.

-wash off soap scum if needed (it usually isn't)
-sand surfaces
-2 good coats of latex paint (your first coat will be your prime coat, just use 2 coats of finish paint, you'll be ok)
-this should work no matter what is already on the surface
