It's not a part of govt function. The builder has to pay a fee for these services. If it was part of a govt function taxpayer money would take care of it and there would be no additional fee. This is a paid service required by the govt.

I disagree.
Building inspectors, working for the Inspections Dept, along with planning and zoning, etc are government employees.
The Motor Vehicle Dept is made up of government employees.
You have to pay a fee to camp at a state park, which is run by government employees.

Curious situation.

hmmm, something is odd in this story.

Assuming: PE stamped plans
Accepted and approved by authority.

Authority inspection for code with
Stamped plan adherence reference.

A Licensed Contractor allowing such malfeasance ?

Must be more to this.

I have been dealing with a similar job since Feb 2021, brand new house with lots and lots of missed inspection items and even bonds returned to builder without an inspection. The town has since admitted they were very busy and the builder builds many homes in the town so "perhaps" the inspector missed some items. Now we think they were driveby inspections. The town explained that they are "held harmless" and they would have to sue the builder.

In 2 years they had to replace the radiant heating system main manifold, have the generator reinstalled, replace the sidewalk, repair missing framing in 2 rooms including the firestop between the garage and the basement, sump pump piping, crushed HVAC ducts and more. And even more items that normally dont get inspected 7 lav sinks that dont hold water, 2 tile floors that have to be replaced, 12 doors that had to be rehung
