I have been asked to design a house in Vermont, and I am not a licensed architect, but a home designer.

Is this possible?

In Texas, I can draw residential plans but not commercial.

I plainly don't know, but here's my take. You can design anything. Whether or not your design would be legal to build is another story all together.

Vermont, New Hampshire and Maine's building codes have been behind times for a while. However, they are starting to catch up with all the development taking place up there. A phone call to the state's building dept. is certaintly a good place to start.

To bad its not in NH as their slogan goes

LIVE FREE OR DIE

The only state I know that you need a lic to do plumbing, but you can run as much gas line as you want without one.
