Would setting up scaffolding on 3rd story balcony with a step ladder on top with no fall arrest count?

Sorry, 25 years ago, cell phone cameras weren't invented yet, so I guess I didn't actually do that.

I just saw a bunch of roofers yesterday doing a tare off on a flat roof with no harnesses, caution tape in place of guard rails and a laborer with a wheel barrel trying to catch everything in the barrel as the guys blindly heaved it over the edge...

Helps to leave the office once in awhile

I was framing that house for a developer.

Was going to start roof on a Monday morning.
When we showed up they were there doing roof.

finished my punch list and away we went.
I had more photo's but they weren't very clear.
