This will assume that you have a Subcontractor Agreement.
Customize your own Agreement so when someone goes to work for you, your expectations are in writing.

Make a list "Standards" in your contract.

Spell things out
1. No smoking
2. No loitering
3. No contracting with homeowner
etc etc

Assumptions and confusion come from informal business agreements.

It doesn't make them any sort of Legal document, it's just that it sends a clear message and when the message is forgotten, you can remind them of the piece of paper they signed.
