I guess that was theirs interpretation of:
R311.7.7.2 Continuity. Handrails for stairways shall be continuous for the full length of the flight, from a point directly above the top riser of the flight to a point directly above lowest riser of the flight. :laughing:

Incompetent Public Works employees strike again
I cant believe that nobody looked at the forms, during assembly, and said "wait a minute, there's gotta be a better way to do this"

I guess some people really don't care...
It reinforces that concrete corner...instead of re-bar..

Obviously they changed the landscaping at some point in the past. But, yeah, they couldn't work out a better plan? My tax dollars
The best part is, the concrete guy probably got paid a change order for the extra form work and finishing that it required.

Well... What's good for you (code), is not necessarily good for me (legislative protector)

I think it was someone's way of thumbing their nose at the clash of handicap requirements, codes and regulations.
Glad it's not just our Public Sector workers. Reminds me of one a few years back when they painted the yellow parking lines around someones car, and then gave him a fine.
