Re-Sloping Shower Floor

Shower remodel was hired out up to the point of tiling. They redgarded everything. The floor is not sloped properly (low points in a couple of corners). How do I fix this before laying penny tile on the floor? Can thin-set be used to fill in low spots? Thanks in advance!
