I'm taking about wood strapping, where 1x3 is nailed to the bottom of the floor joists or ceiling joists. From what I understand it is common in the northeast part of the US and parts of Canada.... I have worked in the midwest, Florida, and the southwest, and we didn't do it at all...... I just don't see the point... I've watched them do it on this old house and seems like a waste.
I usually notice it stiffens up floors a fair bit and makes the boarders job a bit easier. For many trusses it is required to tie the bottom chords together (not 16" O.C but minimum 5' or 10' for example). For exterior walls that have rigid foam on the outside it makes siding a lot easier too.

gotta think the architect is getting a kickback from Simpson.
 
don't know what a telehandler is, but that seems reasonable for a smaller/simpler house. we did a few cakey 3,500 sq. footers in 8-9 days each with 4 guys. including windows/doors/stairs. each house had a tiny pile of scrap leftover cause all the numbers were nice

A telehandler is an all terrain forklift, aka,lull, skytracker, loadall, zoomboom, just a couple brand names for ya. MAJOR labor saver on any framing job for you and your men!
