Depends ont he manufacturer. We have installed Firestone APP on the roof deck many times. We use a double layer of base sheet always. It's my experience insulation is NOT a requirement in some applications but most manufacturers have their requirements on their websites. I know in some cases it is a requirements so let me rephase my answer:

It depends on the manufacturer and the application.

Our where I live, no one can get insurance to allow torch down anymore. You might check with you building dept. for ceiling insulation requirements. Out in my area it is R-38.

I have been reading about the torch-down roofs as a replacement. What roof is going to be the best replacment for a tar and gravel roof at a dry cleaners- lots of equipment up on the roof, last the longest, not leak, be cost-effective and cut down on the heat in the cleaners? Pro-teck also looked interesting. Thanks! Susan
