A 4000L water tank that is connected to the main line that will only start filling up with water when the tank is almost empty. No pump is involved. I know it's unusual but is there a mechanical for this purpose?

From the main > spin down filters > cistern tank. No pump is involved starting from the main to the cistern tank.

The spin down filters only work if they are able to maintain a minimum flowrate. A regular mechanical float valve would start to fill up the tank the moment water is used from the tap which does not reach the minimum flowrate the spin down filters need to be highly efficient. If the cistern tank would only start filling up when it is empty, the spin down filters will have the highest flowrate possible provided by the main pipe to achieve maximum efficiency.

Basically, the tank should stop filling up with water when it is full and only start filling up with water when it is near empty. What mechanical product or combined mechanical products can do this?
