Here are some quotes from Eldorado's how-to packet:

. . . installations should terminate 4" above earth surfaces . . . should incorporate the use of a weep screed . . . veneer installed down to grade should be approved by the building code official . . . Eldorado Stone does not recommend installing veneer below grade line.


Owens-Corning does not say it exactly that way, but shows a section cut in their master spec listing, calling out a minimum 4" gap between finished grade and bottom of veneer, with a weep screed clearly called out.

When called to install lick-n-stick cast-'crete stuff like this, and told to run it down to below grade, what do you do?

Directly below stone- a trench is dug and open graded aggregate is installed wrapped in filter fabric + what Tscar said. It should relive any water build up and/or force from expanding organics during freeze thaw.
