This is in a shower. We raised the drypack by adding a second layer after realizing it was too low. We need to now fix this mud bed. Some got dry and chipped out. We vacuumed it. It was smooth and fully dry when holes opened up from kneeling on it while tiling. Took tiles off, wasting some hours. Do I use cement mortar patch? or more mud in holes, please advise.

Avoid future problems and remove the incorrect base and replace it.
