A full cure on most latex paints is a week to two weeks, longer for oils. If you are confident you aplied it to the best of your ability, and the manufacturers specs, give it another week or two after the second coat is put on, if you plan to put on a second coat, then check again.

As soon as possible. You don't want to wait for the first coat to cure fully before you put the second coat on.
