Just goes to show HO's will use a contractor they know does not follow the rule so they can sue the **** out of you. If the HO knew about RRP He shouldn't have hired a non RRP certified company. this is a perfect example of why I won't have anything to do with it. Way too much liability when you may make the smallest of mistakes. All you need then is a HO like the one in the story.
I can tell you the way they bust people here in Cali is from Craig's List and various other advertising outlets. I never advertise so Im not as big of a target. However I still comply. I would bet my left nut that eventually they will be checking all permits pulled, looking at the time the home was built and it will be checked at the local level.
