Tom, in my neck of the woods, most of the larger facilities you mentioned have in-house maintenance staff that takes care of the painting. Only thing I've seen being bid is specialized type coatings, such as floor epoxies, wallcovering, etc.
I had a couple deals several years ago with property managers of strip malls, doctors/dentist offices, etc. Profit margin wasn't the best, but the volume would keep 2-3 guys pretty steady when nothing else was hitting. We parted ways after they started looking for lower prices.
