Working on a project basement remodel in minneapolis, mn. It's a zone 4. I know fiberglass batts are not supposed to come in contact with foundation wall.

I was thinking of closed cell foam, 2x4 and then fiberglass batts. But i'm trying to come under my budget. Can i just use poly as a vapor barrier, 2x4 over that and then fiber glass batts?

If so, some questions.

What mil poly to meet code?
How would I attach the poly to concrete to meet code?

What code are you talking about? Ply is a big NO for what you want to do.

If I am understanding you correctly, build the wall on the floor and staple the poly to the studs and plates, trim excess. Stand up the wall and fill with insulation.
