Any one know what the per sq inch lb rating for a concrete block wall is?

Have a block wall with a 14 foot(21lbs per) 10" steel beam with 2 stories loaded on it. I thought it was fine, I fiiled the 2 stretchers with mortar and rebar to each side.

A phisics professor from a local school said no way, even has my customer covinced, The SE said it's fine. To no avail. Customer wants steel post.

I know I've done this a hundred times and the deal is done and said, but I was wondering what you fellas thought.

The building inspector is obligated to go with what the construction drawings that were stamped by the SE. If you change it - you should have the SE sign off on it.
