I hate to be cynical, but who's up for re-election and is behind it? I guess anything is a good start. I wonder how hard it is to get the seized vehicles.
I would guess that unlicensed/uninsured contractors are probably on the rise, and with much less enforcement possible due to all the budget deficits.
Ideally, they would advertise the hell out of guys getting busted/vehicles seized, etc, just to get the word out...on a consistent basis...but of course that will take some money as well, as I'm sure the news stations would get tired of it before too long.
