Why not skip the ladder rack, and just put the ladder in the bed.

Because maybe he needs the bed for materials or other stuff?

Or maybe he's just trying to look like a 'contractor'

I've done that in order to lock my ladder to the rack, or at least make it more inconvenient to swipe.

Maybe he's a gangster and does what he wants?
