how to fix concrete anchors

Employee of a pool fence company installed pool fence in my house in my absence. I been frustrated to see that he inserted screws under the angle.
When I asked to fix it, they sad:
1. It hold fence well.
2. They can remove screws and drill new 4 new holes under each column. Well, I don't want 8 holes.. they will be visible. And I'm planning to remove fence in 10 years.

So questions:
1. How would you advise to fix it?
2. Is it possible to drill vertical hole at the same locations?

It looks to me like they drilled the holes with the fence mount in place and the post caused the roto hammer to not be able to drill straight. You might be able to re-drill, but then you stand a chance of over sizing the hole and causing that anchor to not grab. The only other thing I can say is try it and if it doesn't work use epoxy.
If I would drill vertically, how to make sure that drill will not take old path?
Should I use bigger diameter maybe?

PS I talked to the pool fence business owner week ago.. well they kind of promising to help to fix, but not willing to re-drill in the same holes. They advise to cover crooked bolts with caps and paint the same color as fence.

I would go with the caps, what would be wrong with that? You try to make them re drill and that could create a worse problem. Especially if you won't let them relocate the holes. To be honest if they have the right caps it will look better then a straight bolt. My only question is how do you get a cap to fit flush when the bolt head isn't?

If you don't think they can do the job, a good handyman should be able to help you. I don't understand how your plan to remove the fence in 10 years would affect the solution.

Nothing wrong, I just trying to understand what is going on. Most likely I will go with the caps. However, I have small children and don't want them to be able to remove and eat these caps.

I have kids and I taught them to not eat caps. When they were so little they were not quite teachable yet, they didn't crawl around by my pool.

No, I'm not.
I selected radio button DIY, but it still made me to fill out field under another radio button called "contracting trade". Sorry for the confusion, but it's software glitch.
