You cannot use any electrical conduit to support anything. You can attach to the same structure as it, but not to the conduit itself.

Easy peasy. Use a mini.

 

If you're wanting to attach to the bottom of strut, you're hosed as the electrical conduit is in the way. You might be able to bolt on a short piece of strut and bolt it perpendicular to it so the end will clear the existing strut. Or drill a hole through the side and bolt a mini there. It's downhill at that point.

 

In my low-voltage days, there were times when we had to hang things from expensive pieces of all thread down to uni- strut.

You can hang it from a rigid conduit with the exception for pendant drops and outlets. There's some specific rules on this exception. And no you can't use pvc or emt it needs to be imc or rigid. This is the exception in the NEC 314.23(F) Exception 1
Following this to the T is beyond most IT guys. Not trying to demean you but this is a type of material you're not familiar with and the install isn't as simple as it sounds.
