The plumber relocated the water heater , adding a power vent, to the other side of the basement and exhausting to a different location.
Is it necessary to cap off the abandoned flue that goes thru the roof? Should it be capped outside, in the basement, or both?

Necessary, not really. But it's conceivable that you could wind up with the occasional critter in your basement. If your basement is heated, you'd lose warm air up that flue. On downdraft days, you may get an odor from the flue.

What would you do if you had a paying customer in this situation?
