If I mount an outdoor panel (100amp) next to the meter, can it be independent of the inside electrical panel?

I need more juice than my current 100 amp panel can provide. And I only need 2 circuits.

no not a sub panel. a completely independent panel that's connected to the same meter. Ever seen it done?

No, you cannot do that. Just for starters, the wire feeding your meter is only rated for 100 amps.

However, it's not necessarily true that you can't make use of a subpanel just because the current one is full of breakers. You need a qualified electrician to look at it and tell you what your options are.
