IRC 36" residential for 1-2 family dwellings and IBC 42" for the majority of public used spaces.

Stair graspable handrail 34-38"

Confirm with your Building department for local requirement

Handrails are only required on stair flights and ramps both in the IRC and IBC. The handrail heights are 34" min and 38" max.

The IRC is for 1&2 family only and requires the handrails over the stair flight riser to riser and ramp run, however the IBC is for 4 family and requires Extensions at the top and bottom of stair flights and ramp runs over the landings.

ADA requires that installed handrails in levels locations of regulated locations if installed are required to be installed to the. 34" to 38" height.

Not knowing your location nor the adopted model code one can only reply with the model codes as widely published check online which code tur authority having jurisdiction requires and then follow the adopted requirements.

However, if you are asking also about guard height, Model IBC codes are 42" min requirement.

Remember that guards are a min height not maximum.
