Hello,

Having issue with neighbours retaining wall made of vertical 2x2 patio stones, held by an aluminum horizontal ladder held by chain link fence 4ft and 8 4x4posts they put across every 6ft in at most 2.5ft deep. It has been two years and after each year it has shift forward and leaning against my fence 6x6posts in 2 places Bylaw has come out twice and deemed nothing wrong and they can't do anything. I have escalated issue pending to see what happens. When I read the bylaw it seems to fit definition of a retaining wall as no height or material is mentioned -broad definition. I have argued it is structurally unsound and two parts are learning against fence which is not in good repair.

I live in Toronto. Any advice on matter appreciated. Would this retaining wall be deemed structurally sound? Want to avoid lawyer. Pic attached. Thanks
