Class B general contractor in California and I’m interested in buying a plumbing company. Do I need to hold a C-36 in order to purchase and operate the company?

My understanding is either you need to hold the required plumbing license or a qualified employee or officer would need it.

Responsible Managing Employee or Officer.

With that said a GC can perform Inhouse plumbing (without a plumbing license) as long as they are doing two other trades on that specific project.

You can't advertise as a plumbing contractor though.
