In many states, you would need to be abatement certified to remove it, just like lead. It would be worth checking out.
I am not sure where you are located but some areas dont consider it hazardous. Its been a few years since we have done any abestos work. The town we were working in consider it safe if it was called non-friable. The abestos we were working with were conctrete siding tiles with abestos in them. They were consider non-friable. Even the landfill had no problem taking them. Best to check with your township

What happens when the neighbors, or the homeowner, finds out you are not properly licensed to remove asbestos? Will they worry about their health, and sue you

As of a few years ago when we last did abestos siding removal, the township we got the permit from did not reguired that you have a special license to remove non-friable asbestos siding.

Non-friable asbestos can become friable and when that happens, it is not the asbestos itself that crumbles, but the materials in which it was used.

Even unintentional disturbances to materials containing asbestos can make fibers become friable. For example, vibration from a wall-mounted air conditioner could make the siding crumble enough for asbestos fibers to be sucked into the house through the unit. Or the processes used to remove the siding for replacement.

So, whether it's legal or not to remove it without any additional precautions or certifications, one should take them anyway.
