So when their installers (Lowes, HD) can't fix it you come out??

As he said he's a third party. HD/Lowes hires him, he hires you. There website says they do installs. This is going back to the 'bad old days'. Can't see where HD/Lowes could sell their product installation high enough for a professional to be paid decent if a third party is taking a cut.

They actually work for the window and door manufacturers according to the post.
So when HO buys their big bay window and tries to install themselves and come back to Lowes/HD and say the window is defective, sounds like these guys have to come out and straighten out the mess.

Yes, we do the work for the manufactures, not Home Depot or Lowe's. Our manufactures are just sold out of Home Depot and Lowe's, like Jeld-Wen, Pella, Simonton, ect. We are the ones that go and fix the windows and doors if something breaks or goes wrong. And yes ,we do sometimes do installs as well.
