My neighbor died a few months ago and the place is for sale.
I saw this and two more a little while ago.
This one is 3' from the property line and my fence on the south side.
Another is next to a fence on the east side and another next to his fence on the west side.
Holes are about 2' deep.

Around here, you automatically have to replace the septic system if the house is sold and the septic is older than 1988.

So, are these soil percolator holes? They look awfully small in diameter for that but then again, I've never seen one done.

Around here they're usually dug with posthole diggers or a shovel. Depthwise, they need to be a minimum of 2' into virgin soil. IOW, if there's a foot of fill there, you'd have to go 3'. Unless the fill has been in place for a number of years.

Sure seems like they would have dug a few holes in the middle of the backyard (field) if they were going for soil samples...instead of right next to 3 other properties.
