Hi, at my current job they want surface mount railing installed to an existing deck. (It is 10' high) In the past I have added in blocking where the posts need to go not a big deal, however, this deck has double rim joists so I am not sure how to screw in the flat blocks to secure the posts. Has anyone encountered this before?

this deck has double rim joists
that can be dealt with by using a finegalin shim to seat the anchors at the proper depth so the brackets will be able to bear all the offset.

Bob:

Joking aside, you should start by realizing that you'll need to use some hardware different from what's in the box. Or use a different railing, maybe.
