Bought this on eBay and really aren't sure what it is. Looked interesting so I bid on it and got it for $20 with $7 shipping.

Anyone have or used something like this?

Applications?

Looks like a good deal. The battery would be my only concern.

I've not used those lightweight hoods, but have had plenty of places where I probably should have had one. It's basically a positive pressure around your head. The bad thing is it looks like it draws air from the immediate area and filters it rather than pull clean(er) air from another room/outside.

I have a small air pump that was made to supply air to divers that I'm hoping will work with it rather than the on-board system.

It 'should' work, just make sure the air your pumping is good. It wouldn't be the first time someone left a running vehicle by an air pump, thinking it's just a compressor, or not even thinking at all.

I'm surprised more (non-industrial) painters don't use them, but as the saying goes, "air is expensive".
