14 Ga. is already oversized for a 15 A circuit. It is not worth killing somebody for. I always use 12 Ga just because I want to. It is the same reason that I use Square D QO panels instead of something cheap.
Overbuilding at a reasonable price point is what separates the men from the boys.. I also would not put a 15 amp circuit in anyone's house.

The only way that would be pushing the capacity of the wire is if it has an incorrectly sized breaker on it. If 14 ga wire wasn't comfortable with 15A, we'd have to use a smaller breaker with it.
If an electrician put a 15 amp circuit in my house I would whop his ass too for that
