I've seen many commercial jobs where steps landed onto an asphalt parking lot that had drastic incline for drainage.

At 1/4" per foot that's 1.5" in 6 feet.

They do, but it would be too big a change in riser height for the guys I know to pass and, and I can understand why. 1" is a pretty big difference for an old fart that's stepping off a set of stairs.
