If the burner flames snuff out immediately it is most likely not due to not having the combustion air pipe installed. Check the vent pipe for sagging and for wasp nests etc. inside. Other causes...

Check the transitional duct between the secondary...

Check the transitional duct between the secondary HX collector box and the inducer. They crack and leak. You'll have to remove the inducer to get access to the duct.

Check out the Trane furnace...

You cannot charge Puron into a R22 unit. Period. If this individual is not replacing the outdoor unit with the indoor coil he does not know what he is doing.
