After 17 years of leaks, it is high time to open up some walls and trace it back to the leak. You are sure to have some rotted wood and mold, so best to get that out of there anyway.

I've noticed trades becoming not used springy surfaces. Wood scaffold planks are allowed L/60 for deflection, probably a lot of guys these days wouldn't want to step on them, but They're still safe....
