Rake out some old mortar. Check aggregate size. Is it lime mortar? I often mix type O mortar for stuff like this.

I doubt a flood would be any problem at all. Most of FL sits on top of a gigantic flowing aquifer. That would be much more of a concern than a possible flood.

Also some shales are not compatible with some adhesives due to oil content of the stone.
