Big commercial outfits are pretty careful to follow OSHA, small ones that don't fall under OSHA do whatever, and some of those become large enough for OSHA...

It's really not, car washes don't have desalinating equipment, they just recycle salted water and blast your car with it at high pressure. Probably the worst thing you can do to a car in winter.
