Allen wrench in your drill. Slip it into the hole diagonally, they straighten the drill back up and spin the allen wrench to create enough of a void for the toggle to open up behind the sheetrock....

That trim should be able to be removed without damage to the stucco. I've done that so many times......when replacing the trim I put a good bead of poly between the trim and stucco, seals that up...
