But shouldn't the fuse holder show incoming voltage? I removed the fuse and checked voltage, 0. I then pulled out another fuse and did the same thing and it showed 120v

I think so, just to make sure I pulled the 20A out and tried a 15A but it only screwed in a couple turns. The 20A screws in smoothly and bottoms out in the holder.
