We are tying the new 6" block wall into the existing with 15m rebar every 16" and filling the first block solid, the rebar is 12" long...

That's what I was thinking when I first seen it super seal, the joints are too uneven to be saw cuts, the homeowner says it was poured and cut but also done before he moved in, Either way its cool.

Its a row of headers or a key course, used to tie the 2 skins of masonry together, not seen as much this days because on new builds the homes are normally timber Frame and wall ties are used.
