I keep seeing adds for trex protect and similar products. I have a couple decks coming up this summer and thinking about giving it a shot. This is a common failure area here in the Pacific Northwest.
 
I think it makes a difference. I am rebuilding one now that is about 20 years old. No tape used, and the top one inch of the joist is very mush, doubt it will take a screw. We ended up sistering 2x4's the one side of every joist, and will tape the tops of those.
 
skip the felt . at least in my exp it dries ,cracks and disappears where it is needed the most .at the gaps between boards . i figure with the cost of the decking material the cost of the tape isn't a big factor . run through past threds if you haven't .Trex and such is sorta like wood yet it isn't . i am not in your area but suspect your framing will be treated . i have read on this sight of framing being reused and just replacing decking . if you build code decks with good quality material use tape on tops of framing ,or any place water might set under decking .
 
I did a big deck last spring and bought a roll of ice and water shield and cut it into about four foot length. Then I cut it into two inch strips or wider when I needed to cover multiple joist. I ended up using the whole roll. It took some time and was a pain to cut but I had a helper do the cutting.
 
why did you buy it that way . in my area i can buy it at any yard in different width and many other products that work in the same way . I am asking in your area are flashing tapes not easy to buy ?
i didn’t bother to look at lowes or Home Depot and my local lumber yard didn’t have anything at the time so i just decided to cut my own.
