I need to run a 2" PVC vent pipe through the end of 2x10 floor joists (exterior wall) right where the joist sits on top of the sill.

Code says hole cannot be more than 1/3rd the height of the joist. I'm fine there.

I know I need to be 2" from the top and bottom, but can't find any code covering how close I can put this hole to the horizontal end of the joist.

Any help appreciated.

That's a interesting situation. The code doesn't give a minimum distance from.

There is greater tolerance for notching on the end but a hole with no meat around it at the end is greater than the notch.
I would think it's weaker spot.

It’s best to identify the manufacturer of your I-joists and then find their literature on what they recommend. And, never assume that anything you learn online from a forum is accurate. I could be completely wrong.

Its sawn lumber 2x12 (ignore the image as it is just for reference).

I am assuming a 2.125 hole in the 2x10 should not pose an issue, but I do not know for sure.

I can sister 4 feet of 2x10 alongside the 2 I plan to cut a hole in to help.

Or, I can just box out those two joists. But I really don't want to box that area out unless needed.

ignore the image just for reference. its 2x10 sawn DF #2 grade
 
Simple. Talk to your local building inspector-department. Whatever they tell you overkill it however you can. Crush block, box whatever. Can tell you any & every about I joist, repaired many. No 2x joists used here

You're permitted to cut 1/3 the depth off to fit the end into a pocket, I don't see a problem.
When you do that you still have solid material in the vertical load path between the structure above the joist and the top plate below. When you cut a 2"+ hole in the joist you don't. That hole is not prohibited by code but my engineer would never allow it.
 
One fourth the depth....... irrelevant he has plenty of depth with a 2x10.
The code allows vertical loading offset 45 degrees the depth. Without knowing the exact answer I would be more comfortable starting from this position and outward.

Thats because you won't find it in the codes. When it comes to engineered lumber (as you pictured) you have to go by the spec of the engineered lumber manufacturer or architect/engineer. IBC 2308.8 states "
Engineered wood products. Cuts, notches
and holes bored in trusses, structural composite lumber,
structural glue-laminated members or I-joists are not
permitted except where permitted by the manufacturer’s
recommendations or where the effects of such alterations
are specifically considered in the design of the member
by a registered design professional."

TJI i joists spec 6" from end (i.e. you should not be drilling through any supporting blocks).
Why you are planning on doing this without an architect signoff... this is alteration, not renovation. Strongly suggest you seek professional advice from at least a PE.
