Just to recap, you did an easy clean on the carb and fuel system with MIB, and cleaned up some of the linkages with carb cleaner, and put a new plug in.

Anything else?
Not at the time

But since then, I've noticed that whenever it barely starts, or runs far under par, that this valve is stuck in forward position. When I push it back toward the rear, it seems to run okay. That second pic is there for a spring loaded set screw, which rotates as the connected arm moves...that I don't see how it regulates anything...

Looks like it could use another clean and lube there.

Some carbs have automatic chokes - if that's what it is, it needs to move freely.

Also, quite a few lawn mower engines are set up with RPM control. There are normally at least 2 wire linkages that are involved, and there is an adjustment screw that goes along with it.

Find a diagram of your carb, and it should give you the details of what you're looking at.
